*brrr* That was scary and painful, most effectively so. But so much more going on. The fact that even when all but ten of the sadists had quit, some of them were still clinging to the idea that their victim was giving consent... well, Lucifer played almost-fair in that he exposed Gabriel only to human evil. Cruelty, greed, and self-delusion. The human ability to spur one another on, to find encouragement in numbers, and to believe a lie if it means it's OK to do what they want.
And there's the knowledge that maybe Gabriel kind of deserved at least a little of this, if anyone can ever deserve humiliation and pain, by his behavior when humans were his to judge with impunity. Gabriel seems aware of this all the way through.
And the special cruelty in the title: Lucifer was in the Cage, the world saved, and Sam rescued body and soul, all while Gabriel believed Lucifer had forgotten him in enjoying his victory.
